Can I make myself hidden but discover other users through private contact matching?

Yes. To do this, have private contact matching switched on and discoverability switched off:

Tap the menu in the top left corner
Tap Settings
Tap Contacts
Toggle Private Contact Matching to on and toggle the Discoverability setting to Off
