Receive error OR-CCFC-01 when trying to use Google Pay to sign up for paid plan

I'm trying to sign up for a paid plan on the mobile app on Android using a Google Pixel 6 Pro, and I receive the error OR-CCFC-01. I disabled my VPN, but I still get the same error. The credit card is valid. I have an active free account. I checked Google Pay and it shows the $9.99 charge as pending. I've tried numerous times, but always get the same error.

Does anyone know how to get past this?
